2008年共提供100个全额奖学金名额。

一、招生类别及奖学金期限

1、硕士研究生：1 - 3年

2、博士研究生：1 - 4年

二、申请途径、申请时间和申请学习院校

1、如申请人在现就读学校继续深造，须通过就读学校推荐，向留学基金委提出申请。

2、如申请人从已就读学校毕业并报考新的学校继续深造，须先向录取学校提出申请，由录取学校负责向申请人毕业学校索取相关材料，并由录取学校推荐，向留学基金委提出申请。

3、申请时间截止为2008年6月10日。

4、申请就读的院校需为中国教育部制定的中国政府奖学金院校。

三、申请人资格

1、  申请人须为在华就读的外国籍留学生，身体健康。

2、  申请人须是在学期间各科成绩优异，品学兼优且继续在华攻读学位的硕士或博士研究生。

3、  攻读硕士学位者，年龄不超过35周岁；攻读博士学位者，年龄不超过40周岁。

4、  申请人须为未获得其它任何奖学金资助者。

四、全额奖学金内容和标准

— 免交注册费、学费、实验费、实习费、基本教材费和校内住宿费；

— 提供奖学金生活费；

— 提供门诊医疗服务和中国政府奖学金来华留学生综合医疗保险；

注：

1、奖学金生要求进行超出学校教学计划的实验或实习，所超出费用由本人自理。

2、基本教材费：是指学校指定的免费提供给奖学金生学习课程所必需的教材；其他书籍资料自理。

3、奖学金生活费由学生所在学校按月发给学生本人，标准为（人民币/月）：

l    硕士研究生：1,700元

l    博士研究生：2,000元

奖学金生活费自奖学金生入学之日起逐月定期发放。新生当月十五日（含十五日）之前注册的，发给全月奖学金生活费；十五日以后注册的，发给半个月奖学金生活费。毕业生的奖学金生活费发至学校确定的毕业之日以后的半个月。对休学、退学或结业回国者，奖学金生活费自下个月起停发。学校规定的假期内奖学金生活费照发；奖学金生假期内因离校休假而未能按时领取奖学金生活费，返校后可以补发。奖学金生未请假而不按时到校注册、非健康原因离校或者旷课，时间超过一个月者，停发当月的奖学金生活费。

奖学金生因患严重疾病需休学者，应回国休养，回国旅费自理；经学校批准休学者，享受奖学金资格最长可保留一年，但休学期间停发奖学金生活费。奖学金生因其他原因休学者，其享受奖学金的资格不予保留。

4、门诊医疗服务：是指学生在学校医院或学校指定的医院就医的日常门诊医疗服务。学生就诊后需按学校有关规定自行支付一定比例的费用。

5、中国政府奖学金来华留学生综合保险：是指由中国教育部为在华奖学金生所投付的综合医疗保险。主要用于学生因大病住院或发生人身意外伤害所支付的费用。由奖学金生所在学校持有关费用收据并按照事先规定的保险条款向保险公司理赔 。保险公司不受理个人理赔事宜。

6、如奖学金获得者需从毕业院校转往录取院校，城市间交通费自理。原享受中国政府奖学金提供国际旅费的学生如获该项奖学金继续在华学习，国际旅费将延长至学习结束时一次性提供，在华期间如因故回国，旅费自理。

五、申请材料

申请人必须如实填写和提交以下申请材料（均为一式四份）：

1、《优秀外国留学生奖学金申请表》（留学基金委统一印制）。申请表可从学校领取，亦可从留学基金委网站上下载打印：http//www.csc.edu.cn）。

2、本科或硕士学历证明（毕业证书和学位证书）的复印件，或最高学历证书的复印件。如申请时尚未取得毕业证书或学位证书，需提供学校留学生主管部门出具的证明信。

3、硕士或博士研究生录取通知书复印件，或研究生在读证明（申请时如尚未取得录取通知书，需提供学校研究生主管部门或留学生主管部门出具的证明信）。

4、在中国高等学校学习期间的成绩单。

5、学习计划（须写明对所学专业的认识及继续就读的学习计划；申请硕士不少于900字；申请博士不少于1500字）。

6、在学期间所发表过的文章或学术成果等。

7、申请人就读学校留学生主管部门推荐信；两封导师或任课教师或班主任的推荐信。

8、申请人所属国驻华使馆出具的，同意申请人申请该项奖学金并说明未将其纳入两国政府互换奖学金计划名额的官方照会。

上述申请材料由推荐学校于2008年6月10前寄达留学基金委。留学基金委不受理个人申请。

六、录取及通知

留学基金委负责组织专家对申请人的申请材料进行评选，并于7月底前将《优秀外国留学生奖学金获奖者名单》通知推荐学校，并委托学校向获奖者本人颁发《优秀外国留学生奖学金获奖证书》。

七、其它

1、凡获“优秀外国留学生奖学金”者，如因个人原因不能按期完成学业，奖学金期限不予延长。

2、凡获“优秀外国留学生奖学金”者在华学习期间，须参加由留学基金委组织的每年一度的奖学金年度评审。评审不合格者将被取消奖学金资格。

APPLICATION PROCEDURES FOR
DISTINGUISHED INTERNATIONAL STUDENTS
SCHOLARSHIP

The Distinguished International Students Scholarship was set up by the Ministry of Education of China (MOEC) to sponsor outstanding international students who have finished their bachelor’s or master’s education in China and have been enrolled by designated Chinese institutions as Master’s or Doctoral candidates or are now carrying out their Master’s or Doctoral studies in those institutions. China Scholarship Council (hereinafter referred to as CSC) is responsible for the application, evaluation and management of the scheme.

100 full scholarships will be provided in 2008.

Categories of Applicants and Duration of Scholarship

Master degree students: 1-3 academic years

Doctoral degree students: 1-4 academic years

Application

1．   If applicants continue their study in the present institutions, they are required to submit their applications to CSC via the institution’s recommendation.

2．   If applicants graduated from the current institutions and apply for further study in another institution, they are required to submit their applications to CSC via the admitting institutions’ recommendation.

3．   The deadline for the application is the 10^th of June 2008.

4.   The host institution is one of the 122 Chinese Government Scholarship institutions specified by MOEC.

Eligibility

1．    Applicants must be international students currently studying in the designated Chinese institutions and in good health.

2．    Applicants must have a good academic record and merits in the duration of their academic year, also they must be those who have been enrolled by the designated Chinese institutions as Master’s or Doctoral candidates in the year of their graduation or are now carrying out their Master’s or Doctoral studies in those Chinese institutions.

3．    Applicants for master degree studies must be under the age of 35, and applicants for doctoral degree studies must be under the age of 40.

4．   The applicants do not enjoy any other kind of sponsorship.

Details of the Scholarship

-  Exempt from registration fee, tuition fee, fee for laboratory experiment, fee for internship, fee for basic learning materials and accommodation;

-  Living allowance and a one-off settlement subsidy;

-  Fee for outpatient medical service, Comprehensive Medical Insurance and Benefit Plan for International Students in China;

Note: 1)   Costs of the laboratory experiment or internship that beyond the university’s arrangements should be afforded by the student himself.

2)   Fee for basic learning materials covers the necessary learning materials prescribed by the host institution, and other materials shall be self afforded.

3)   Monthly living allowance is paid to the students by the host institution at the following rates (CNY yuan per month):

-  Master degree students: CNY 1,700 yuan

-  Doctoral degree students: CNY 2,000 yuan

Scholarship students shall get their monthly living allowance from the date of registration. Those who register before 15^th (15^th included) of the registration month will get the living allowance of a full month, and those who register after 15^th will get that of a half month. Scholarship of the graduates will be paid half month after their graduation date. Scholarship of those who suspend or quit their studies will be stopped from the following month. Monthly living allowance will be paid during Chinese national holidays. Scholarship students who do not get the monthly living allowance during holidays can get reimbursed on return. Monthly living allowance of the scholarship students who do not register on time or stay away from university up to one month because of non-health reasons will be stopped.

Scholarship students who have to suspend their education for reason of illness should return to their home country for further treatment and rest. The international travel expenses of return and coming back should be shouldered by the students themselves, the scholarship status will be reserved for at most one year, the monthly living allowance will be stopped during the suspension of education and the scholarship of the students who suspend their education for reasons other than illness will be terminated.

4)   Fee for outpatient medical service refers to the outpatient expense generated in the institution’s hospital or the hospitals appointed by the institution. The students should afford a certain percentage of expense in accordance with the institution’s relevant regulations.

5)   Comprehensive Medical Insurance and Benefit Plan for International Students in China is insured by the MOEC for the scholarship students in China against diseases and accidents. The institution is entitled to ask for compensation on the payment receipts from the insurance company for the expenses generated from hospitalizing for serious diseases or from accidental injury according to the stipulated insurance articles.

6)   The scholarship students are required to afford their inter-city ticket when they have to transfer to another admitting institutions. For those who are originally the Chinese Government Scholarship Students and eligible to the international travel cost, the international air ticket will be postponed to provide once only till the day they complete their study.

Application Materials

The applicants must fill in and provide the following materials truly and correctly (in quadruplication).

1.       Application Form for Distinguished International Students Scholarship (printed by CSC). The application form can be obtained in the institutions or downloaded from http://www.csc.edu.cn

2.       Copies of last diploma and degree certificate. Candidates should provide proof letter issued by the institutions if the candidates have not obtain the diploma and degree certificate during the application.

3.       Copy of Admission Notice as master’s or doctoral degree student. Candidates should provide proof letter issued by the institutions if the candidates have not obtain the Admission Notice during the application.

4.       Transcripts during the study in Chinese institutions.

5.       Study plan (Should include the understanding of the major and plan for further study. No less than 1000 words for master candidates and no less than 2000 words for doctor candidates).

6.       Released articles or academic achievements during their study period.

7.       Recommendation letter by the international students office of the Chinese institution in which the student currently studies. Recommendation letters from two professors or tutors.

8.       Official note issued by the Embassy of candidate’s country in Beijing, in which approve the candidate’s application of the scholarship, and should indicate that the candidate is not included in the exchange program between the two governments.

The above documents should reach CSC before the 10^th of June 2008 through the recommending institution. CSC does not accept individual application.

Approval and Notification

CSC is responsible for reviewing the application materials received from the recommending institutions. Qualified candidates will officially be awarded the scholarship. CSC will send the Award of the Distinguished International Students Scholarship to the awardees via the recommending institution by the end of July.

NOTE

1. The duration of the “Distinguished International Students Scholarship” could not be extended.

2. Awardees must go through the Annual Review of the Chinese Government Scholarship Status carried out by the institutions. Scholarship of those who failed in the Annual Review will be terminated.
