中国政府长城奖学金申请办法
“中国政府长城奖学金”系中国教育部向联合国教科文组织提供的全额奖学金项目。由国家留学基金管理委员会(以下简称“留学基金委”)负责此项目的招生工作及日常事务的管理工作。
2008/2009学年度提供25个奖学金名额。
一、招生类别及奖学金期限
本项目仅招收普通进修生和高级进修生,原则上只安排1年英语授课课程。申请人如须汉语授课,应经留学基金委和教科文组织双方确认。用汉语授课,奖学金期限为汉语补习1学年,专业进修1学年。
二、申请途径和申请时间
申请人可向其所在国联合国教科文全国委员会提出申请。申请时间一般为1月初至4月初。
三、申请人资格
1、申请人须为非中国籍公民,身体健康;
2、申请人的学历和年龄要求:
l 作为普通进修生来华进修者,须具有大学二年级以上学历,年龄不超过45周岁;
l 作为高级进修生来华进修者,须具有硕士以上学位或副教授以上职称,年龄不超过50周岁。
四、奖学金内容和标准
— 免交注册费、学费、实验费、实习费、基本教材费和校内住宿费;
— 提供奖学金生活费和一次性安置补助费;
— 提供门诊医疗服务和中国政府奖学金来华留学生综合医疗保险;
— 提供一次性城市间交通费。
注:
1、奖学金生要求进行超出学校教学计划的实验或实习,所超出费用由本人自理。
2、基本教材费:是指学校指定的免费提供给奖学金生学习课程所必需的教材;其他书籍资料自理。
3、奖学金生活费由学生所在学校按月发给学生本人,标准为(人民币/月):
l 普通进修生:1,700元
l 高级进修生:2,000元
奖学金生活费自奖学金生入学之日起逐月定期发放。新生当月十五日(含十五日)之前注册的,发给全月奖学金生活费;十五日以后注册的,发给半个月奖学金生活费。毕业生的奖学金生活费发至学校确定的毕业之日以后的半个月。对休学、退学或结业回国者,奖学金生活费自下个月起停发。学校规定的假期内奖学金生活费照发;奖学金生假期内因离校休假而未能按时领取奖学金生活费,返校后可以补发。奖学金生未请假而不按时到校注册、非健康原因离校或者旷课,时间超过一个月者,停发当月的奖学金生活费。
奖学金生因患严重疾病需休学者,应回国休养,回国旅费自理;经学校批准休学者,享受奖学金资格最长可保留一年,但休学期间停发奖学金生活费。奖学金生因其他原因休学者,其享受奖学金的资格不予保留。
4、新生来华后发给一次性安置费:标准为:
l 来华学习期限为6个月及6个月以内者:1000元(人民币)
l 来华学习期限为1学年及1学年以上者:1500元(人民币)
5、门诊医疗服务:是指学生在学校医院或学校指定的医院就医的日常门诊医疗服务。学生就诊后需按学校有关规定自行支付一定比例的费用。
6、中国政府奖学金来华留学生综合保险:是指由中国教育部为在华奖学金生所投付的综合医疗保险。主要用于学生因大病住院或发生人身意外伤害所支付的费用。由奖学金生所在学校持有关费用收据并按照事先规定的保险条款向保险公司理赔 。保险公司不受理个人理赔事宜。
7、一次性城市间交通费:是指新生入学时由入境口岸至学校所在城市或汉语补习(预科教育)学校所在城市;在校生从汉语补习(预科教育)学校所在城市至专业院校所在城市;以及毕业生学校所在城市至最近出境口岸的一次性火车硬座(卧)车票。途中伙食费用及行李超重费用自理。
8、国际旅费:自理。
五、申请材料提供
申请人必须如实填写和提交以下申请材料:
申请人必须如实填写和提交以下申请材料(均为一式两份):
1、《中国政府长城奖学金申请表》(由留学基金委统一印制),原件及复印件各一份,用中文或英文填写;
2、经过公证的最高学历证明。如申请人为在校学生或已就业,需另外提交本人所在学校出具的在学证明或就业单位出具的在职证明。中英文以外文本需附经公证的中文或英文译文;
3、经过公证的学习成绩单,中英文以外文本需附中文或英文的译文;
4、申请作为高级进修生来华学习者,须提交两名教授或副教授的推荐信,用中文或英文书写;
5、申请学习音乐专业的学生须提交本人作品的光盘;申请学习美术专业的学生,须提供本人作品光盘(2张素描画,2张色彩画,2张其他作品);
6、来华进修计划(不少于400字),用中文或英文书写;
7、《外国人体格检查记录》(由中国卫生检疫部门统一印制,仅限于来华学习时间超过6个月者)复印件,用英文填写。申请人须严格按照《外国人体格检查记录》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查记录》无效。鉴于检查结果有效期为6个月,请申请人据此确定本人进行体检的时间。
上述申请材料由承办招生事务的中国驻派遣国大使馆(总领事馆)或派遣国驻中国大使馆于2008年4月30日前送达留学基金委。留学基金委不受理个人申请。无论录取与否,申请人材料均不退还。
六、学习院校及专业的选择
申请人可在中国教育部指定的中国普通高等学校范围内选择3所志愿学校和1个志愿专业。请申请人务必严格按照《接受中国政府奖学金来华留学生高等学校名录》(请查阅本指南)和《接受中国政府奖学金来华留学生高等学校名录及专业目录介绍》中列出的学校和专业目录慎重填写学校和专业名称。请另附纸详述来华学习和研究计划。
七、录取及通知
1、留学基金委对奖学金申请人的申请材料进行审核,并有权对申请人所选择的学校、专业和年限进行适当的调整。经留学基金委审核合格的申请材料将转送有关学校,由学校决定是否录取。申请人条件或申请材料不符合规定和要求的,视为申请无效,不予受理。
2、留学基金委鼓励申请人提前自行联系学校和导师(学校的选择限定在中国教育部规定的122所大学中),如申请人已获得学校或导师邀请信,请在申请材料中附上,留学基金委将通知学校直接录取。
3、中国普通高等学校录取的申请人,经留学基金委批准后即可获得中国政府奖学金。奖学金获得者名单报中国教育部备案。
4、奖学金获得者来华后原则上不得变更已经其本人签字同意的,《录取通知书》上明确的录取院校、学习专业及学习期限。
5、留学基金委将在7月31日前将《录取名单》、《录取通知书》和《外国留学人员来华签证申请表》(JW201表)寄送承办招生事务的相关部门,由其将上述文件转交学生本人。

APPLICATION PROCEDURES FOR CHINA/UNESCO -THE GREAT WALL FELLOWSHIP
China/UNESCO – the Great Wall Fellowship scheme is a full scholarship scheme set up by the Ministry of Education of China (hereinafter referred to as MOEC) for candidates recommended by the United Nations Educational, Scientific and Cultural Organization (UNESCO). China Scholarship Council (hereinafter referred to as CSC) administers the recruitment and the routine management of the scheme.
Categories of Applicants and Duration of Scholarship
This scheme sponsors general scholars and senior scholars, and in principle the courses will be taught in English with duration of at most one year. Candidates who will be taught in Chinese are required to get the confirmation from both CSC and UNESCO before starting their study. And the total scholarship duration will be one-year Chinese language training plus one-year major study.
Application
Applicants should apply to the National Commission for UNESCO in their home country between January and April every year.
Eligibility
1. Applicants must be non-Chinese nationals in good health.
2. Educational background and age limit:
- plicants for general scholars must have completed at least two years of undergraduate studies and be under the age of 45.
- plicants for senior scholars must have master or higher degree or hold academic title of associate professor or higher and be under the age of 50.
Details of the Scholarship
- Exempt from registration fee, tuition fee, fee for laboratory experiment, fee for internship, fee for basic learning materials and accommodation;
- Living allowance and a one-off settlement subsidy;
- Fee for outpatient medical service, Comprehensive Medical Insurance and Benefit Plan for International Students in China;
- Fee for a one-off inter-city travel
Note: 1) Costs of the laboratory experiment or internship that beyond the university’s arrangements should be afforded by the student himself.
2) Fee for basic learning materials covers the necessary learning materials prescribed by the host institution, and other materials shall be self afforded.
3) Monthly living allowance is paid to the students by the host institution at the following rates (CNY yuan per month):
- general scholars: CNY 1,700 yuan
- senior scholars: CNY 2,000 yuan
Scholarship students shall get their monthly living allowance from the date of registration. Those who register before 15th (15th included) of the registration month will get the living allowance of a full month, and those who register after 15th will get that of a half month. Scholarship of the graduates will be paid half month after their graduation date. Scholarship of those who suspend or quit their studies will be stopped from the following month. Monthly living allowance will be paid during Chinese national holidays. Scholarship students who do not get the monthly living allowance during holidays can get reimbursed on return. Monthly living allowance of the scholarship students who do not register on time or stay away from university up to one month because of non-health reasons will be stopped.
Scholarship students who have to suspend their education for reason of illness should return to their home country for further treatment and rest. The international travel expenses of return and coming back should be shouldered by the students themselves, the scholarship status will be reserved for at most one year, the monthly living allowance will be stopped during the suspension of education and the scholarship of the students who suspend their education for reasons other than illness will be terminated.
4) A one-off settlement subsidy after registration
- CNY 1000 yuan for new students whose period of studies in China lasts up to six months
- CNY 1500 yuan for new students whose period of studies in China lasts one academic year or more
5) Fee for outpatient medical service refers to the outpatient expense generated in the institution’s hospital or the hospitals appointed by the institution. The students should afford a certain percentage of expense in accordance with the institution’s relevant regulations.
6) Comprehensive Medical Insurance and Benefit Plan for International Students in China is insured by the MOEC for the scholarship students in China against diseases and accidents. The institution is entitled to ask for compensation on the payment receipts from the insurance company for the expenses generated from hospitalizing for serious diseases or from accidental injury according to the stipulated insurance articles.
7) A one-off inter-city travel ticket (each for coming-in and leaving China)
Scholarship students are supposed to choose the nearest port to their admitting institutions for inter-city travel and a hard-seat train ticket (hard-berth train ticket for overnight trip) will be provided to freshmen transferring from the port of entry to the city where the admitting institution is located and students finishing study in China transferring from the city where the institution is located to the nearest port for departure. Expenses for food during the trip and excess of baggage should be self-afforded.
8) International travel expenses: self-afforded
Application Materials
The applicants must fill in and provide the following materials truly and correctly (in duplicate).
1. Application Form for Chinese Government Scholarship (printed by CSC), one original and one photocopy, in Chinese or in English.
2. Highest diploma (notarized photocopy). If applicants are university students or already employed, they should also provide documents of being university students or on-post employees. Documents in languages other than Chinese or English must be attached with translations in Chinese or English.
3. Transcripts (notarized photocopy); transcripts in languages other than Chinese or English must be attached with translations in Chinese or English.
4. Applicants for senior scholars must submit two letters of recommendation in Chinese or English by two professors or associate professors.
5. Applicants for music are requested to submit one cassette recording of the applicants’ own work; applicants for fine arts must submit six color photographs of personal works (two sketches, two color paintings and two other works).
6. A study or research plan written in Chinese or English (no less than 400 words).
7. Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies in China lasts up to six months) filled in English. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, official stamp of the hospital or a sealed photograph of the applicants is invalid. The medical examination results will be valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take the medical examination.
The above materials should reach CSC by April 30th 2008 via the Chinese Embassy in the applicant’s home country or by applicants themselves. Application materials will not be returned regardless of the result of application.
choice of Institutions and Specialty
Applicants may choose 3 institutions and 1 specialty as personal preference from the Chinese institutions designated by the Ministry of Education of China. Please check the Directory of the Chinese Institutions Admitting International Students under Chinese Government Scholarship Programme or the website of CSC (http://www.csc.edu.cn) for details. Applicants are required to fill in their preferences of institutions and specialty strictly within the ones listed in the Directory. A specified study or research plan is highly required.
Approval and Notification
1. CSC will review all the application materials from the appointed authorities and CSC is authorized to make necessary adjustments on the applied institutions, specialties and duration of study. The qualified applications will be forwarded to different institutions and the final decision whether to admit the applicants or not will be made by them. The application will be seen as invalid and will not be processed if the applicants are not qualified or the application materials are inconsistent with the recruitment regulations or are incomplete.
2. Applicants are encouraged to contact the institutions (122 institutions specified by MOEC listed in the Directory) and tutors prior to application and please enclose the relevant admission or recommendation letter if there is.
3. Scholarship applicants accepted by Chinese institutions of higher education will be officially awarded the Chinese Government Scholarship with endorsement from CSC and submitted to MOEC for the record.
4. Students are not permitted, in principle, to change their specialties, institutions, or the duration of study specified in the Admission Notice after registration.
5. CSC will send the List of Enrolled Students, Admission Notice and Visa Application Form for Study In China (JW201) to the relevant dispatching authorities by July 31, so as to have these documents forwarded to the awardees.
