中英优秀青年学者奖学金项目

一、项目简介

根据中英两国教育主管部门关于设立中英优秀青年学者奖学金项目协议（China-UK Scholarships for Excellence），国家留学基金管理委员会2008年拟选派50名重点高校优秀青年科研人员赴英著名院校（名单附后）攻读博士学位或从事博士后研究。重点支持已建立的中英联合高科技实验室项目和自然科学领域的基础理论研究项目。

二、选派计划

（一）选派专业

优先支持能源、资源、环境、农业、制造、信息等关键领域及生命、空间、海洋、纳米、新材料等战略领域和人文及应用社会科学（详见国家留学网“国家留学基金优先资助学科、专业领域”）。

（二）选派类别及留学期限

博士后研究：留学期限为12个月

（三）选派规模：50人（含博士生）

三、资助内容

留学人员的一次往返国际旅费及在英留学期间的奖学金生活费由国家留学基金负担，英方支付全额学费及科研费用。

四、申请条件

（一）申请人应符合《2008年国家留学基金资助出国留学人员选拔简章》规定的申请条件。

（二）其它要求：

申请博士后者须获得指定的19所英方高校教授的邀请信，并且注明外语已经符合教授的要求。

五、申请办法：

（一）选拔办法

本项目采取“个人申请、单位推荐、专家评审、择优录取”的选拔方式进行选拔。所有符合本项目申请要求的中国公民均可按规定的程序进行申请。

（二）申请准备

2007年10月—2008年2月20日，申请人应按项目要求对外联系，准备申请材料。申请博士后研究的人员须提交国外正式邀请信复印件。

（三）申请时间及方式

申请人经所在单位审核同意后，应于2008年2月20日至3月20日登录国家留学基金管理委员会网上报名系统apply.csc.edu.cn进行网上报名并提交申请材料及报名、评审费500元人民币/人。

（四）申请受理方式

国家留学基金管理委员会委托有关国家留学基金申请受理机构（以下简称受理机构）受理申请。受理机构负责接受咨询、审核并受理申请材料并于2008年3月25日前将申请材料及报名费、评审费统一提交国家留学基金管理委员会；国家留学基金管理委员会不直接受理个人及单位的申请。受理机构自2008年1月5日起提供咨询。

（五）申请材料

1.请按照关于准备国家留学基金资助出国留学申请材料（访问学者类别）的说明准备书面申请材料。

2. 应提交的对外联系材料（一式一份）

（1）《UK/CHINA SCHOLARSHIPS FOR EXELLENCE APPLICATION FORM》。申请人在选择意向留学院校时，需根据留学专业选择英方五星级专业的院校。

（2）英国19所高校教授出具的邀请函复印件；

（3）个人简历及英文译本；

（4）已获学历学位证书复印件及英文译本(应届硕士毕业生和在读博士生须提交在读学籍证明)；

（5）本科及硕士、博士阶段考试成绩单复印件及英文译本；

（6）身份证复印件；

（7）三封专家英文推荐信（需有专家亲笔签名，同时提交三份Reference Report）；

（8）详尽的研修计划及英文译本；

（9）个人陈述（Personal Statement）;

（10）相关外语成绩单复印件；

（11）本科以上阶段发表或出版的论文列表及英文译本(需另附两篇论文及译文)；

（12）护照照片一张。

以上材料请按顺序整理并单独装订（每份材料首页附材料清单）

六、评审、录取办法

国家留学基金管理委员会将组织专家对申请材料进行评审后确定候选人名单。最终录取结果由英国创新、大学与技能部确定。

七、对外联系及派出

国家留学基金管理委员会将按协议规定统一向英国创新、大学与技能部提交留学候选人名单及对外联系材料。英方将于当年7-9月份向国家留学基金管理委员会提交录取结果。被录取人员派出时间为当年9月起。

九、申请及选派程序

3	4月	评审	国家留学基金管理委员会组织专家对申请材料进行评审、确定留学候选人名单并将名单及对外联系材料提交英方。
4	7-9月	公布评审结果	英方确定录取人员名单，留学基金委发正式录取通知。	国家留学基金管理委员会的录取通知将寄至受理单位，再由其转发申请人。
5	9月起	派出		须按英方规定的时间派出。未按期派出者，留学资格将 自动取消。
